If I go into my camera properties and change the video quality from like 75% to 100% and hit ok then go back into the properties again it is back to 75%. Is this the camera or the software?

without knowing camera model, XProtect version etc., I can only guess:

Either, your cam simply does not support this.
Or, the XProtect Recording Server resets the quality setting as soon as you have changed it.

To find out, stop the XProtect Recording Server service (or unplug your server from the network) and then try again.
