When I use the "Configure Video and Recording Wizard", I get to the page with the archiving schedule and I get an Unhandled Exception "An Item with the same key has already been added."
Is there another way to set the archiving schedule?

I wonder if you have a corruption in the configuration, I hope it does not get worse. If you think it might have broke recently you could see if a previous restore point fixes the issue (remember to redo what was configured since the restore point).

But if the wizard is the only place you see errors you can just use an alternative route.

The alternative route not using the wizard is: In the Management Application - Advanced Configuration right-click Scheduling and Archiving. In the Scheduling and Archiving Properties dialog pick the Archiving tab, there you have a the Archiving Times options.
