I found the StableFPS in MIPSDK installation directory, so I posted the question on this board. Anyway, I created a new one in the support community. Thank you for helping.

Yes, you are right. StableFPS is a tool in the MIP SDK. One prerequisite is device pack 10.4 or higher must be installed on the system to run StableFPS.
