Axis io 8221 module cannot send events to smart client for camera down, server down

i am using AXis 8221 io module added successfully with legacy device pack on the xprotect 2019R2, i want to add a output that when a camera down or no communication error on the servers i need to send event to smart client or to 3rd party system is there any guide is available for this setup .?

i have setup rules for this but no results on the smart client
