i.e. I can connect locally to http://localhost/ServerAPI/ServerCommandService.asmx, but how do I enable an external ip address so I can communicate with the server from different networks?

I believe this is a question on network routing setup rather than a development issue.
For general routing you might find help in many sources, if you think the routing is right but there might be a Milestone specific issue please ask a question in the Milestone Support Community. At any rate you should get better help from the partners using the support community.
