Can I add a custom tab to the access control panel or update an existing tab?

Currently, there are tabs for events, notifications, and cardholders. I want to add a different tab.

Or can I update the cardholders tab to update cardholder information from that view?

Unfortunately, it is not possible to add any different tabs. We assume that you are talking about Management Client (or maybe Smart Client) but it is not supported on both, so it is not possible to update or to extend.
