Is it possible to change a camera password with code, the same way this function works?

If you download the Device Pack Release Notes, there is a “VMS Features supported by Drivers” section. Here you can see which devices are supported.. There is a table with a column “Device Firmware Update (released with 2021R1)”.

The Change Hardware Password functionality and whether it is supported or not is something you can find in the Milestone Supported Device page. Using advanced filters you can get the devices that have support for the function listed.
This is currently not supported for the Driver Framework. I will make sure it will get into our wish list for future development enhancement work.
