Can you provide a project or plugin that I can test with your kind of plugin and test / debug with your implementation code? Maybe you do not need to show me your solution but could show me a minimal project that would enable me to reproduce..
If I could reproduce the issue it would be easier, right now we are a bit in the dark..

With the hotfix, if we do any configuration change within the first 1 minute of starting smartclient we are not getting Configuration Changed event, only getting after 1 min

This is by design: the system uses 1 minute delay to accumulate more possible changes before sending the event.
