Can I add a cameras offline via powershell? Now I can add/rename cameras when that are online, but I need import the cameras in lab before the system is from the client.

No, it is impossible. It is not possible when using the Management Client, nor using the MIP SDK, nor using the PS Tools.
Cameras need to be online when you add them.
I also found a similar question on Support Community. It says, “No, this is not possible, because devices need to be verified in regards to features, channels, and licensing when adding them.
