Can we use Milestone SDK 2020 R3 to connect and push alarms to Milestone 2014 VMS.

2014 VMS is too old and Milestone does not support it. Please see this Product Life Cycle - https://www.milestonesys.com/support/tools-and-references/product-lifecycle/ and consider to use new version of VMS (which is supported).
