how can I get all Alarms from mip sdk? There is a method to quickly access to Alarm Definitions on Xprotect Management Client?

You can get Alarms (events) but not Alarm Definitions using the MIP SDK.
Historically configuration work has been only possible from within the Management Client or Management Application. This changed for XProtect Corporate and Expert in the 2014 versions with the introduction of a Configuration API. However this API does not cover all configuration jobs, and creation and configuration of Alarm Definitions is one of the configuration jobs not supported yet. Note that for XProtect Enterprise, Professional and Express there is no Configuration API.
