PIN/UNPIN button preset as "PINNED" after a reboot

Is it possible in some of the config files/xml file to preset the Live view With PINNED top-bar menu? If using a touch monitor, it is difficult to PIN top menu bar so access to choose camera in drop Down menu is easy.

If we do not reboot Client, this Top-bar menu is still pinned if we logout and login as normal, but after a reboot is it not.

This should be possible to preset?

My first reaction is that the pinned mode should be persisted during restart.
