Tree view of items for ActionManager

I do not succeed to set up a hierarchy of the items for an actionmanager so that the items are displayed as a tree e.g. in the target view when creating a rule. Only the top item (parent = null) is displayed, children are not shown.

Is it possible to have a tree view and if yes how is this done?

The action selection dialog in the Management Client does not support a tree structure.
