Why does VideoOS.Platform.Proxy.AlarmClient.IAlarmClient.Add ( VideoOS.Platform.Data.Alarm alarm ) throw the 'There was no endpoint listening at http://address:22331/Central/AlarmServiceToken' exception?

We added that port to the systems firewall on both the SDK client and server side.

We also disabled the firewall on the VMS and we are still getting that exception.
