Is there a way to add a password to the whole project (like the Smart Client does) vs having a password for each device when exporting via the MIP SDK?

Unfortunately, it is not possible to add a project password. I will put it on the wish-list for future enhancement development work but has never been prioritized, so it is not possible to say when, or even if this will be developed.
Good news.
This will be included in the SDK 2020 R3 release. Any new exports done via the SDK will contain one password for the entire export.
