Is that an available plugin? How is it configured?

I have never seen this before and cannot advise on how it might be configurable.
In the Smart Client find the Help - About. This will list all plugins that are loaded. Perhaps the name of the plugin will give you a clue who to ask, it might lead you to the developer / vendor.
