Is there any way to get camera snapshot image by using Milestone Integration Platform REST ?
Not only from live stream but also from recording at given timestamp ?

Hi, our Streaming Engine can do timelapse if you are interested. Our Streaming Engine has an API which can serve an image from live or from playback:
The RestAPI does currently not have the functionality return a snapshot image. You will have to use other methods like the MIP Library or a protocol. It is the plan to expand the RestAPI functionality, I cannot give you an indication when the functionality might be available
