Could not run the VPS on Windows

I want to build and run the VPS on Windows . I followed these instuctions:

I am sorry but we are in the unfortunate situation that key persons are on summer vacation. I don’t expect many users not working at Milestone but following the Milestone Developer Forum has the experience to answer. Sorry to keep you waiting on a response from Milestone.
