We are trying to trigger a “Camera Offline” event but receive the following error: Failed to send command to Matrix recipient: Smart Client/Remote Client or Matrix may not be running.

I am assuming that your “Camera Offline” event would be User-define event. In that case, Configuration Access sample might be helpful for you. What you might want to do is to trigger the User-define event named “Camera Offline” in the sample.
