Essential+ install and Login issue

I am having issue login to XProtect Management Client 2017 R2 and i do not see any error beside check surveillance server credentials after install not working for mobile server. I have reinstall 5 times, no luck, I am doing this on Win10 64 bit

when i go to http://localhost:80

i am getting

Service Unavailable

HTTP Error 503. The service is unavailable.

I believe it means that the IIS is not installed for some reason. Perhaps the installation log will reveal something. Did you ever find a solution on how to resolve this issue?? I have the same issue on our 2018R2, cannot get the Mobile client credentials to work. Only Smart client locally. Thanks
