hello i Have installed the HIkassistent mip plugin.i read all the manuals that exist on the web and follow instructions.for some reason the Service Trey Icon said "service runing " and after a minute it stoped .

We are unfamiliar with the HikAssistent MIP Plugin at Milestone Technical Support. There is a chance, but not a great one, that another user of this forum is able to help you. I would however strongly recommend that you contact HikVision, they should be the best source of support for this.
