Did you run DemoServerApplication? If not, please run it, you need to start the application.

It can be found in: Milestone\MIPSDK\PluginSamples\DemoAccessControlPlugin\DemoServerApplication.

If it couldn’t help with this issue then please restart Management server service, Recording server service and Event server service.
