How to prepare a backup management server that can be deployed immediately when the Management Server is shut down. What about the status of camera licenses?

Our system consists of 1 Management Server, 5 Record servers and 1 Fialover Server.

There are a total of 200 cameras in the system. And all cameras are evenly distributed to record servers.

My System Corporate 2019 R3 64 Bit. My server operating system Windows Server 2016 standart

My questions

1. When I turn off the management server, the clients cannot ping the server but continue to watch the image. Can you determine how long this image tracking takes?

2. How to prepare a backup management server that can be deployed immediately when the Management Server is shut down. What about the status of camera licenses?
