I tried using the Modern Browser.

-I think the content of Modern Browser is Chromium (an open source project that imitates Chrome), not Google Chrome.

-Chomium or Chromium built into the Modern Browser could not decode H.264.

Is there a way to use Google Chrome technology and decode H.264?

You can embed most code you have.

I have an assumption that Chromium might be able to do the job but my personal experience is limited.

I suggest you ask about the capabilities of the Chromium on the Github project. I think you will get much better help if you ask your question on the open source repo on Github.
