We used the MediaPlaybackViewer sample as a base line to connect and retrieve
recorded JPEG \ RAW, but instead of retrieving to the application we would like to “send” them to a third party decoder application. is that at all possible? are there known examples?

XProtect base system and MIP SDK does not include a streaming server.
The free add-on product Milestone Onvif Bridge does include a RTSP streaming service, it might fit your needs. Please note that there is nothing in the MIP SDK that supports the Onvif Bridge.
