The Access (or Access Control Module) is not fully localisable. The Event Server plugin has the settings and these will be the same system wide. So you can make a French version, but it will then be French in all clients, where the standard otherwise is that each user in the Smart Client can choose and use his favorite language.
You can make multiple language versions, the language will have to be decided for system wide use at install time, installing/using the localised strings.
PS. Mentioning the French language is just an example, any language could be mentioned.

Thanks for your concise answer, however it is a bit disappointing.
Is there a way to put propose this as a feature in the next versions?
Would there be any workarounds. Is there a way to know which user is requesting the information from the event server plugin?

I will make Milestone Product Management aware that you ask for this feature. I believe the request has been made by other Milestone partners too, maybe Milestone Product Management will be able to prioritize this.
There is no workaround presently.

We have asked Milestone Development regarding the update, please see below.
The situation, I am afraid, has not changed from what Bo accurately described in his first answer to the initial question 5 years ago.
The language for the plugin can be specified during installing time or hardcoded during developing time.
In any case, it will be distributed and consumed with that chosen language for all clients, independently of the language these are set on.
