Please tell me the minimum value of ClientTokenTimeoutMinutes.

I would also like to know the impact of setting a small value for ClientTokenTimeoutMinutes for WebRTC verification purposes.

There is no documentation and systematic testing on this. For test scenarios where it has been wanted to have frequent renewal of the token we have had the value set to “1”.
