I’m trying to send PTZMoveAbsoluteCommand messages to the Smart Client at varying speeds, but every time a command is sent the camera moves to the specified coordinates at full speed.
Also, on the Management Client there’s no option to change the patrolling transition speed, the expected transition time is also being ignored. Could this be a configuration issue on my end? Or was the option to set a speed to a PTZMoveAbsoluteCommand removed?

When you see the same issue in the Management Client this tells us that this is not an issue with the MIP SDK but an issue pertaining to the general PTZ abilities of your camera. (You could have asked this question in the Support Community instead.)
My first suspicion is that your camera or the specific camera driver for your camera does not support PTZ speed and in that case there is only one speed and that would be “full” speed.
Please find your camera in the Milestone supported devices website page. The ability to do PTZ moves at anything but full speed is called “Scanning” (i.e. scan an area by panning slowly).
