we run 2 management servers in cluster mode , i found this message on SRV-MNG-01 when i try to open management client
GetRegisteredServiceUrInfo : Could not get hold of the services
all users fail to login except administrators , i turned off the services on SRV-MNG-01 and the 2nd server SRV-MNG-02 took over and the users can login now , but without failover. i extracted an cluster warning.evtx event report from windows failover cluster manager which you can find it attached
i found a warning in the cluster events which i think that caused this

i tried to follow this procedure
but i get this error code

the cluster resource dependency cannot be found
please help i need to run the system in failover mode at the soonest this is 2300+ cameras system and 150+ clients running on milestone
