Is it possible to show a ViewItemToolbarPlugin in the “Access monitor” view type?
My initial finding is that this is not possible, never has been.
My initial hunch was that this should be doable and to make absolutely sure I have asked Milestone Development. I will update here when I have feedback.

The feedback is that it is by design. Based on your question it is actively being discussed whether to change it so that ViewItemToolbarPlugin gets used also in the “Access monitor” view type. There is no commitment, only a discussion, so no promises can be made for this being implemented in a future version of the Smart Client.
