When a UserControl is in XXXX.Common namespace, is it for the both the Smart-Client and the Managment Client?

MIP plugins do not use the namespace for anything.

Again, MIP plugins do not use the namespace for anything, I think that the namespace is your own (or partner?) one, so we have no idea “common” as you mentioned.
