We are not getting any window state change handler event for a floating or secondary window, except for the primary window.
We are only getting the window state change for primary, but not for others.

Can I reproduce this issue using the unmodified Message Tester plugin sample?
Please give me some ideas how I might reproduce your observation. Preferably I can use the sample but in any case let me know how to best reproduce.

messagetester on primary windows gives window state change, but not in floating window.
minimize and restore the floating window with message tester in any view.

Do you have any indication whether this was recently introduced, or if it has also been present in earlier XProtect versions?
We are trying this in the new project, had not used in older projects.
I made a bug report with Milestone Development, I will make an update here when I have feedback.
